Ok, maybe I'm dumb and the quick google search didn't help, but I'm on to R3 in the world tour and can nowhere near afford an R3 type car. My modded up Zr1 is doing the trick a bit, but as this series moves along I can definitely see it falling behind.
Do I buy an ultima GTR? Or do something other than world tour to garner cash and then buy my desired R3 car?

What's your GT? Do you have a gold account?
Put a bright pink car in the AH for 24 hours with a buyout of 6 million and I'll buy it.
How are you not making money hand over fist? Are you getting your affinity up to the level with free parts? Forza 4 is retarded easy to make loads of cash in. Just keep playing and should have enough easy.

I may come across as a jerk for saying this, but... How the hell did you run out of cash in Forza 4? That game throws money and discounts at you left and right. I'm sitting at over 18,000,000 credits and other than buying a few of the absurdly overpriced specials and some race cars, I don't know how I could ever burn through that. On top of that, you get new cars as your driver level increases. I'm going to go out on a limb and guess that your level probably isn't that high and you haven't yet been rewarded an R3 car. So I'd say skip out on the world tour and just pick from the events and race until either you have enough money for a more competitive car or reach a high enough level so that you can pick an R3 car as a reward. I ended up using a McLaren F1 I tuned to be competitive in R3, but depending on how good of a driver you are (I tend to need a big HP advantage to win) you might do better with an actual GT3 racecar.
Also, trying to beat the R3 cars in a ZR1 is pretty tough. Despite having a large HP advantage, it just doesn't handle well enough around some of the tighter tracks, so definitely try to get something better handling. The Radical is a good choice if you aren't looking for ultimate speed, otherwise, like I said, go for a GT3 racecar if you can get one as a reward (they're pricey to buy outright).

Non taken, but I just finished first on every race and finished semi pro, I'm only about level 17 playing on pretty hard settings.
I only have around 250k in the bank, if I hadn't bought the zr1 I wouldn't have much more. No idea where other money is coming from but I've only played world tour kinda thought it would be a straight shot without having to do other things.

I appreciated the offer, but I really like getting through without a boost. I've finished semi-pro and I'm at a driver level of 17 I think. I got first on all races on pretty difficult settings. I kinda though world tour would take me through it all
I've only been playing world tour since I put the disc in, so maybe that's my problem. I've also switched manufacturers as the races have gone up, now at r3.
I guess I'll try other events.

Build your affinity, it's worth it.
Also, the career mode will help you get some more cash. As will racing online.
I generally use the R3 Ford GT for those R3 events. It's got plenty of torque to power out of the corners, and when you get a good setup, it will stick them as well. The Japanese GT cars are also good picks.
You should try the auction house as well. Those race-spec cars generally go for cheap if you look around enough.

Play other events as others suggested. I can almost afford an R3 car and have a ton of cars in all levels below. (Only one R2) but I don't play often, and do next to no World Tour Races, only the shorter tours.

It can be a straight shot if you're stingy with what and how you upgrade, and if you use the cars you get as rewards instead of buying your own. I can totally understand wanting to buy and modify your own cars, however. :)
